What does the alarm actually provide? Should it activate with a high level, that would just be an indicator that something else needs to be activated to quickly lower the level, is that correct?

The alarm indicates when the water level is above whatever threshold you set. I set mine to alarm when the water level would indicate that the pump isn't working (i.e., a little above where the float would kick the motor on).
