He actually didn’t misspeak, though didn’t provide an entire explanation. The National Guard is state based, used for local crisis’, though becomes part of the U.S. Military when federalized for a widespread national crisis (or more commonly, for overseas missions). He’s basically saying if these George Floyd rioters (for example) can’t be controlled at a state level, there’s a potential for a federal activation. Not really enough to pass voting for him. Check out the Fox interview with Kamala. If I haven’t seen anyone NOT answer a question…that would be the interview.
