I think in his own way, "Papa" did in fact love Eleven and all of the kids. He also had his own f'ed up motives under that, but for Eleven especially, it seems like he did love her quite a bit, even willing to give his own life to make sure she makes it. I was left very conflicted at the end about him honestly.

I really hated the Russia storyline in season 4. The rest of the series Hopper is an overweight slob of a sheriff who is a bit depressed but is actually a good guy deep down. Then he magically gets sent to Russia and somehow turns into Rambo. I get that David Harbour was filming another movie and had to get into better shape but their solution for that to keep him in the show didn't work for me at all.
