Excellent comments Donut. I was a LEO (Deputy then Sgt.) for 28+ years. Sadly, during those years I saw a number of incidents like this, mostly from other agencies where I stepped in to stop the egregious acts & reporting them to the appropriate admin staff for the wrong-doing personnel. I took some grief for taking a stand but finished my career with nothing but positive accolades. There seem to be Far Too Many examples like these of inappropriate, illegal wrong-doing by current day officials. Keep up the great work.

Bullshit comment from start to finish. If you stepped in and reported bad cops you wouldn't have been able to have a full career and retire, you would've been hounded out. Cops don't tolerate cops who snitch on them. Either you saw police brutality and did nothing (like these three other officers did) or you participated in it and kept your mouth shut. There's no scenario where you did what you claim and still went on to have a long career in the police and retire with "nothing but positive accolades."

My dad had a long career in law enforcement in a small, Midwest town where I grew up, and I've always been proud about how good he was at his job, and well liked by the community. Good cops are heroes, bad cops are criminals or at least dangerous idiots. I'm thankful that most of them are decent, intelligent, disciplined, amazingly patient people who often put their lives on the lines to protect us.

I know many are good, decent, ppl... But I wouldn't say most. Cops are the most violent ppl I've ever encountered, by far. And all the ones I've seen that are chill, didn't seem to be at all alarmed at their colleague's psychotic behavior, I've never seen one personally intervene or speak up. What I can't stand is if you get pulled over and you're not doing anything to justify them stopping you... But you ask if you're being detained and they say yes but won't tell you what for, or they yes you are being detained but it's clearly a fabrication on their part, they're lying... And if they charge you the burden of proof is on you. To me, in my mind, this is sadistic behavior of dangerous ppl, and ppl should be able to resist with physical force/violence when they're unjustly accosting citizens.

Late to the party, but my dad was a cop for 33 years and Chief of police for about 5 years. When he became chief the first thing he did was fire dirty cops. He knew who they were and started the firing process right away. He then hired some good cops who still work for the city today. I like to think my dad made a difference in our city during his time as an LEO and I'm very proud of what he accomplished.

Probably has numerous times for losing his cool and this was the right time to call it in. Plus it could have been a bad altercation between the cops, the bad cop has a gun and a taser. And if they had stopped him, he would still have his job, causing more issues out on the streets and hurting more civilians. He had too much power in his hands and he needed to be let go. Shitty situation especially for the shop lifter even after complying, but it was the only way. One less bad cop to fill in his position with a better cop, so they won't be looked at as terrible cops due to one guy.

I loved cops, when I was little. Then, as a teenager, I was treated like s**t by cops. It was the 80s, I had long hair and drove a muscle car. They harassed me all of the time. I lived in an area where most kids were preppies, so my group of friends really stood out. We looked like greasers crossed with hippies crossed with headbangers. As far as the cops were concerned, we were guilty by appearance. Then we had run ins with a couple of nice cops. These guys completely changed my view of cops. I realized they weren't all garbage, only the few who ran around looking for guys like us. Now I am very good friends with one cop who tells me tales of the misery he witnesses every day. He speaks compassionately about those who just need help and angrily about those who prey on innocents (ie. Old People, Children, Animals) This is just the kind of guy I want out there patrolling. When I see a cop like Starks pull this s**t it brings back all of the bad memories of how we were treated by pure a**holes. It's sad that there are still some of them around, but there always will be. Like Donut said, they are human, after all.

Although you are correct, it is not an officers place to step in and assault a fellow officer just because they feel the other was using excessive force, that is for their superiors to decide. So it would be assault, you are correct. The officer is allowed to use force in his job. If he violates department policy on force they can fire him, but criminally charging him (or her ) is another matter. It is more difficult to prove they CRIMINALLY acted while doing their job, since to a large degree that hinges on the officers _intent_ . So if they can't even be sure to find the guy guilty of a crime afterwards, no, I doubt you would be able to justify using force to stop him unless it was a matter of stopping grievous bodily harm, like he was about to seriously injure or kill the suspect. But that doesn't mean that an officer can just say "no I didnt" and get away Scott free, it is all on camera. That is why your job as an officer is to report and document,not intervene, especially during an active arrest. The last thing you need on an arrest scene is for the officers to suddenly turn on each other and start accusing and assaulting each other. That just puts everyone in danger.

A criminal is a criminal, no matter what shield they hide behind. Society is held together by laws and trust. Every American has broken some law at some point in their lives. But we trust that our law enforcement officers are held to a higher standard and are well educated in the laws and rights of citizens. I understand that some laws can be violated (special immunity) in the enforcement of other laws, like speeding to catch a speeder. But some laws are immutable, and I've 'met' cops (in my younger and wilder days), plus have seen in videos, that don't know the law and trample civil liberties. I love your videos. Hell, I'm subscribed. I love 'Audit the Audits' videos, I'm subscribed to him too. But most videos I see either take the perspective of law enforcement or actual case law. Rarely do I see a video showing the day to day interactions between law enforcement and communities that have a "stronger" police presence than other communities in the same city. Hell, just yesterday, I watched a Va. Beach cop witness an accident and drive away a block or three before turning back around with his lights on. I assume (yeah, I know about assumptions) he received a dispatch to it. My wife got driven into oncoming traffic of a divided boulevard in front of a sheriffs' deputy. After extracting herself from oncoming traffic, my wife tracked the deputy to the sub deli and (while he was in line) asked him if he saw what happened in front of him (she had to cut between him and a truck that pulled out in front of her). His words? "Oh yeah, that was you? That other woman was lucky you didn't hit her, she would have died." That's it. He was on diner break. Cops aren't distrusted for being criminals. Cops are distrusted because they (a goodly portion) are untrained and ignorant of civil liberties and become criminals. The subject of your video was unlucky for being a cop in the video age. Otherwise, he's the type of officer I grew up with.

That's what 'custody' means.. when you take someone into 'custody' and render them helpless it is given that you are taking responsibility for the safety of the person and therefore are required to defend that person even against outside actors who attempt to harm said helpless person. They CAN'T file charges unless the victim is willing to prosecute. That's not the department's fault. That's the law. Now, the law can be changed so that people can be charged for crimes even if victims are unwilling to prosecute but then the jails would be even more overcrowded than they are now.

@Joshua Lovatt you make it sound like officers are highly charged emotional animals that would resort to shooting each other when challenged by another colleague. If that's the case then they shouldn't be officers in the first place and dismissed from the force. Every single job anyone works in, if you see a colleague not doing his job, or worse stepping over the line and doing something that could result in serious harm, I'd expect their colleagues to challenge that person. If not then, myself, as a boss, would either severely discipline or fire them depending on the circumstances.

You speak as if this cop views serious criminals any different from a lawbreaker like the one he assaulted, this guy views citizens as less than him. The only way people can talk themselves into and carry out atrocities is if they view the other party as non-human, or less than themselves. Look at Nanking and the way Japanese soldiers thought of Chinese civilians and soldiers alike. It is an eery look into the depravity of the human mind when given power (or when it’s taken).

Stephen Miller ; I talk to some of my teachers sometimes and have been able to reach pretty good conclusions on multiple topics. BLM and police have been a harder topic as they dont watch dash cam footage as much as the most popular garbage that donut shoots to pieces. The specific teachers i do talk to are reasonable and do not worship garbage people like shawn king for example but just simply dont know channels like Donut’s exist yet. Ive been slightly hesitant to introduce them to his channel for the fact that they might immediately ask for a video like this and not be willing to watch his content when i failed to show them. If they did so it would be unreasonable of them but this has just been something i was waiting for. I love police in America and agree with 99% of what Donut has shown and commented on, im on Donuts side here just saying a little push in this direction for like even as few as 5 videos could help people like me bring in not only more audience for Donut but less misinformed people in our country.

Winston Smith ; Personally i think the officer holding the guy when the other one tazes him is responsible as well but on a lot smaller degree, the other two might not have seen what happened and assumed that the driver resisted at the time, but as Donut states all 3 later gave testimony against the bad cop. If you are wanting instant justice then think of this: bad cop comes up and tazes compliant suspect, cop holding him tazes bad cop/says he is under arrest, you now have an armed co worker you are about to possibly fight, who is most definitely heated in public. This could lead to public safety issues that would be even bigger than the mess the bad cop already created (which is no small thing). Now if the bad cop had tazed the guy and then continued to beat the shit out of the guy, the officers should have done all that, but he didnt he just tazed him and then pointed it at him, which i am NOT making light of, i would love to fist to cuffs the hell out of him if he did that to me, but it was just the way the other officers reacted to the situation at hand.

Once an officer commits an offense, rank no longer applies. Like, I can understand when they didn't react when he just pushed the guy, no harm done. But when he tazed the dude, fuck it, it is on now, and he should have been arrested on the spot.

My best guess was the cop hand cuffing was confused. I have seen it happen when a marine sees another marine doing something obviously wrong, they don’t know how to react or what to do at first. It also could be the cop hand cuffing is new and they guy doing the assault is older so he doesn’t want to say some shit right then and there. That could happen, obviously that’s fixable with ethics classes

i know im really late, but i think if the other cops did something (pushed him away, pushed his hand away) stark would try to use that against them. they dont want to give anything to stark that would help him. i feel like they wanted to do something, but they thankfully realized that holding back would get what everyone wanted. the other cops would have anything against them, and most importantly, stark would be fired.

Very good point. Wouldn't it make all police look better if there was dash cam footage of them showing that they're not going to put up with that sort of shit by cuffing the officer and throwing him in the back of a patrol car? I get that they reported it, and they certainly should have at the very least. But when people look at those actions, it's pretty digusting. Arresting that officer would show that those officers who are policing properly share that disgust.

What about the small town cops, where the corruption starts with the chief on down? I filed a complaint against a lieutenant with the chief. As I was headed out, the chief walked into the room where all cops do their paperwork. They made sure I was looking as the chief handed the complaint to the lieutenant, who snickered and smiled at me as he balled up the complaint and filed it in the circular file cabinet. That lieutenant is now a captain and is still harassing me and my family.

file more complaints. Create your own records of it, film yourself going to the police station. If they continue to ignore your complaints and don't file them properly take it to the office of the State Attorney General and sue the fuck out of them.

Attorney general or depending on your state most states have a bureau of investigation that has an internal affairs department make the complaint directly to them and make sure you document everything as others have said invest in a dash cam and a rear mounted cam that way if you get pulled over you will have a recording of what they pulled you over for and it will show if you were speeding, most have a GPS readout of your speed in the recording, and try to get one with sound that way you're not conspicuous holding a cell phone to record them harassing you. Plus the recording will also have a record for instance if you ran a stop sign, made an improper Lane change etc if that's what they said you did and you will have irrefutable proof that you didn't when you have the recordings download them to your PC that way you can email them to whatever agency you turn them in to. That's the best way I could think of to catch them red-handed and once you have that sue them for civil rights violations that alone regardless of any criminal harassment or what do they call it deprivation of civil rights under the color of law. www.justice.gov/crt/deprivation-rights-under-color-law that article will explain it better than I did. Good luck and hopefully you will get some justice and peace of mind......

I agree. That's the problem. I can understand that it would be difficult to control a subject when the police were infighting but once there were several officers there, someone should have asked him to step back because he was clearly too agitated.

It's easy to say criticize from the other side of a screen, but we've all probably had some moment where we allowed a greater authority to do what we felt was wrong out of fear of the repercussions. And in a case like this, the officer is already demonstrating a willingness for excessive force. It's not a far leap.of logic that he'll do similar for the audacity of disrespecting him in the field.

In-between conflicts could have been very dangerous on the scene. It's important to stay composed until the end and after it's over, then you can lash out. It's not just in police, but also security guards, or any other high intensity potentially dangerous situation.

I don't really want to start an argument. But there's a clear reason why they don't just stop him then and there. If you have an officer go a bit too far with a suspect. Say this suspect was compliant but needed urgent help. That bad cop goes overboard and injures the suspect. One immediately tries to take care of the bad officer. their eyes go off the seemingly calm suspect, which could suddenly change at any moment, and makes one less officer able to immediately help. Plus, as stated by a comment above me. Cops rely heavily on their surroundings. If they have anything impared, such as a chaotic environment taking away from their senses (Either via sight, or sound) it becomes harder to keep control of the situation, which can spiral it out of control. If you have one officer go too far and do something illegal, and one of the cops immediately tries to stop it, that's one less person to help, and if they try to arrest and in the off chance that cop tries to resist being arrested. That will add to the chaos and make the situation a lot more dangerous. It's better to just leave it to a former complaint to a supervisor. Sometimes. Silence on the field is the best option. You lose your focus, you could lose your life. (And this is just from what I can gather from what I've researched, take what I say with a grain of salt.)
