It being Mephisto makes a lot more sense. Given his connection to the Squadron Supreme. But that also explains why the Hulk still remembers; because of his connection to the One Below All, Mephisto can't alter the Hulk completely as seen when Hulk still remembered who Spider-Man's secret identity was and during that story where Hulk and Doctor Strange were at the end of time. Mephisto straight up said that the entity possessing Hulk was stronger than him. So my guess is, since Mephisto can't mess with the Hulk's mind completely, he instead messed with his speech so Hulk couldn't tell anyone outright. I would also love if during this run they had someone sing ~It was Mephisto all along~
