He was able to speak the first moment he set paw in Oz, but couldn't think of anything to say. He was always satisfied with barking and wagging his tail, since he knew that Dorothy understood him. But eventually, the question came up, and Ozma told Dorothy that he could speak. Dorothy called to him and basically had to scold him into admitting it!

But the movie Return to Oz isn't a sequel to The Wizard of Oz. It's another movie. But it's on Disney plus.
