I've been stewing on this for a while now, but I think the best way to put BoRK in its' proper place as a tank-killer situational item would be to change the passive so it does somewhere between 10-15% BONUS current hp (tbh it'd have to be more likely since at most you'll have 50% of your HP be bonus unless you're Ornn/Cho, but you get the idea), maybe with a little base damage like 40 just so it's not useless vs squishies. This way the %hp part only applies to you if you build health items, and it doesn't work against adcs, mages, etc. IMO this would be a good way to put the item in a healthier place so you can't just blindly build it, and actually need to consider the ups and downs of it each game. Honestly I wouldn't even be mad if it was even more broken vs tanks than it is now, since it would only be half an item vs the rest of my team. That's my final take on the item for a while I think...but I understand if others don't agree.

fr riot needs to look at the item pick rate, bork is built everytime even without tanks in enemy team because that item while also shred tanks and heals you a ton it also shred non tanks faster minus the heal, it should NOT deal 10% max hp on EVERY AUTO ATTACK and also heals you at the same time for comparison eclipse deal 6%, on a cooldown, need 2 different separate attacks to proc, and it gives shield which is temporary
