I've seen this kind of thing before but done a million times better, with clever jokes that make sense, not just things like Piccolo being excited about a random taco bell or some reason... :/ To me this feels like an attempt at absurdist humour, without understanding what that actually is or what makes it work. Love how the senzu bean bit happened. The way I see that scene in the original, is that it's something Goku does to cell to ensure that Cell stays cocky and doesn't realize he's on the backfoot, so that Cell would be more likely to fuck around and find out, and not just pull a Vegeta/Frieza and try to blow up the planet when things aren't going his way. Which is a move that has actual logic around Goku trying to predict, since Vegeta "fucking around and finding out" is what allowed Cell to become perfect, and trying blowing up the planet because the villain realized he is losing is something that has happened 3 times by now, including Vegeta, Frieza, and Mecha Frieza. It feels like DBZ fans get frustrated at scenes that have explanations and reasoning withheld, and don't go back and look to see why he did what he did once he explains his plans, and instead just feel pissed about what they saw in the moment. Anything bad Goku did with that plan, which is the part where he sent Gohan to fight Cell AT ALL (not like he has a choice), he apologizes for and then dies for it. I feel if Goku was actually the way people say he is, Gohan would treat him way differently as an adult, and wouldn't have described him as an "angel" to Goten.
