He was supposed to be, but his writer said that they removed that, because they didn't want for him to become the trope of bi villain. There are still some leftover lines voiced by male inky saying flirty lines to Solas, in the game files, you can find them. Anyways with how Solas always reffers to Lavellan's spirit when talking about her in affectionate way, it would make sense if he is pan. He is more in love with her essence/mind, than her body.
