I personally think the timing is WAY too even. They knew the game was going to be bilingual at least so timed it out for English AND Japanese. I think it's very stilted and the cut scenes get ponderous after a while. It's not the acting, btw... It's how the dialogue is TOO stiffly paced. It's a shame, really, because they're not bad actors in either group. The pacing issue affects both the Japanese and English versions.

I love how even in her dialogue her personalities shift on the fly, almost by every sentence. 21 first goes to fight Krilling and then in the next sentence 21 asks 18 to fight Krillin. It's the good side of 21 trying to stop herself from killing Krillin.
