That's just like saying Vegeta give Frieza a struggle at the beginning and kicked Cells ass in his second form, but he got his ass kicked in the end so does it really matter what they did at first if they couldn't finish it?

When I mean is, it doesn't matter if they started off strong in a fight if they don't finish strong. We can add Vegeta and Gohan to the list because Vegeta got his ass handed to him by Cell and Gohan got his ass handed to him by Super Buu, while Goku ripped Frieza a new one and had him knocking on death's door. Frieza only survived because Goku still clung to his stupid reasoning that Frieza would change his ways just because all of his friends that used to be his enemies did and couldn't accept the fact that he wouldn't change, no matter how many times Vegeta told him that Frieza will never change

Yes he actually is , by the time of the Android saga piccolo is strong enough to take on 17 and almost beat him. Close to the power of a super sayain 1 . But beyond characters like cell form 1 and super buu , piccolo has a long way to go if he stands a chance.
