On steam click right mouse button on the game select properties. There’s a launch options space. Write -dx11. Close the properties and play. If you have the game cracked add the game’s exe file to steam and do the same process as above.

Maybe you have lower resolution scale. Or maybe something wrong with the game. Try reinstalling the game and update the graphics drivers

You ca use lossless scaling to up scaling from 900p to 1080 and get 60 fps
