The bare minimum that Budokai Tenkaichi 4 needs. BT4 will obviously have dlc. but xenoverse skips transformations. Tenkaichi 4 can't miss any except maybe Black Frieza and Ego Vegeta as dlc.

​bare minimum 70 characters in this game, counting different forms as their own characters is bloating the count. It's like Gran Turismo 6 having the biggest car lost but having 30 R34s and Miatas. They need to go back to the OG style.
