The reason this is so evil, and to answer your question of "why aren't they doing anything about it," after a heavy guard break like evil ray strike, the opponent gets staggered on the ground for a few seconds. They can't use an evasive, and I'm honestly not sure if they can limit burst in this state. So it's essentially a free body change every time you hit.

Here's a better body change build, the fused zamasu SS, which gives you infinite ki for like 15 seconds, assault vanish, evil ray strike and body change, at the start of the match use assault vanish and instantly combo with evil Ray strike, then use assault vanish again and go for body change, alot more easy than the fighting pose K strategy imo

@ManmanXeno it's also a decent way to bypass the limit burst as usually players wait until you make a move to Limit burst, instead use assault vanish again like as they're about to hit the ground, they'll try limit burst however they'll be trapped in the heavy breathing animation from evil ray strike, unable to limit burst, I've done it before and works extremely well from my experience at least

There is a super soul in the dragon ball super hero dlc called "I'm A Super Hero!" that makes you start with full ki and if you charge a regular ki blast and hit it, it shoots them with the gamma ray gun and you get a temporary boost to your ki charge speed

Fair warning with limit bursts. When you have a Power up effect active and you limit burst, when that Power up effect wears off so too does the Limit Burst. I.E. you got 10 seconds left on Fighting pose K, then you decide to use your limit burst that has a 30 second time limit, it will only last 10 seconds as foghting pose K wears off.

So evil ray strike is a heavy stamina break meaning after you do the recovery animation from getting up from the ground you are effectively helpless, since if you don't limit burst before that happens, you cannot limit burst until the animation is finished and you cannot evasive even if your stamina recovers completely from being broken. That is why those 3 body changes landed despite it seeming like the opponent had a say.
