And all the other aliens, that's pretty much basic ki control.

About piccolo I'm pretty sure him healing drains his ki so he would get weaker overall if he decides to heal during a battle so it is probably not worth it to heal unless the injury makes him incapable of fighting at all or if it's a fatal injury.

He started as a country bumpkin, and it was used for jokes a lot in early DB, but learned all that stuff (at least until Super tried to bring it back and it was cringe). DBA doesn't really find it's feet until after the first few episodes. I'd say it's about when Frieza shows up (and Frieza absolutely kills it) that it starts to get really good. Roshi's really strong. He can take on entire armies of normal people if he wanted to. He can catch machine gun bullets with his bare hands. But he's just not DBZ strong. All of the main characters are much stronger than him, even at the start of the show.

Bulma and Yamaha had an on qgain off again relationship for most of the original dragonball series. He also literally thought a wedding was something you eat, which pops up as reference jokes a couple times later on in the abridged. No joke.
