Yes this version was from a video game called "Dragon Ball Raging Blast 2" and it was a bonus feature you unlocked to watch. The actual name of the special is "Plan To Eradicate The Saiyans." There was a version of this created back in the 90's as an OVA with the original DBZ style of animation; it was reanimated and altered a little bit in the video game version. There has never been an official English dub by funimation and there might never be
