Cell was a relatively even match for Goku while holding back, and when Gohan stepped in, he powered up significantly. He proceeded to wreck Gohan almost as hard as Broly before powering up even more multiple times. Then he got a massive Zenkai boost, and THEN injured SSJ2 Gohan disintigrated him on the cellular level with a kamehameha. Even if we want to say that Perfect Cell not holding back is an equal to Broly (very generous to Broly), SSJ2 Gohan would be much stronger. Of course, Broly's power could increase during the fight, but unlike Goku, Gohan doesn't let things play out. He'd kill Broly long before that becomes an issue. Of course, if we're talking Second Coming or Super Broly, that's a WHOLE different story.
