Someone has been watching Ollie do his mechanical walking! This is a first, Ollie on a ladder! The exposed drain pipes are common to buildings in the USA in apartment complexes that have parking under the first floor which is really the second floor. Those buildings are called "dingbats". Look it up. In colder climates the pipes are enclosed in well insulated boxes so the pipes don't freeze . Seen this done in Chicago IL
