Choose Victor, customize his full body by giving him the combat armor set, them add a bandana and change it to grey + give him a beard to make him Solid Snake. If you give him an Eyepatch, he'll actually become Naked Snake, who is Solid Snakss father.

Listen, we dont have to lie. The character editor in tekken is bad. It is worse than Tekken 7 and worse than Tekken 6 and worse than Soul Calibur, worse than Street Fighter 6. That's just fighting games. Get to something like PSO2 and....nah, for 70$ they needed to put more than what is in there.
