Actually it's Omskbird, the evil counterpart of city of Omskball (who has the regular flag of Omsk as a skin). He would like to get rid of him but Omskbird continues to sell his kids Krokodil and other drugs and strives to make the world a miserable place. Omskbird also plays the role of a kind of devil/lucifer/mephisto in countryball-universe.
