physically I would say they are identical despite Thor having more feats but Orion fighting top tier beings by himself more consistently but power wise Thor uses his powers better much more in a fight and is more skilled with it but because of how new gods operate in DC Orion has a true form operating an avatar so that means that Orion can make is avatar as strong as it needs to be in order to beat Thor. But I feel like if Superman can go toe to toe or even beat Orion Thor most definitely can. For me it comes to Orion's ruthlessness and brutal nature he would not be playing games from the jump and is not taking no chances and Thor is known to make the mistake of fighting seriously only later in fights so because of that I would give it to Orion solely based on him not holding back.

Orions badassregardless don't get me wrong, but something about that helmet and the red spandex don't work together. Maybe if it covered his full face? Maybe some more blue within the red? Thor bodied an all out Surfer more than once, especially in Blood and Thunder where Surfer also had help from Adam Warlock and Thor tanked several Infinity gems... Scaling: Thor claps them all.
