La pobreza está en todos los paises. No olviden que los americanos se aprovechan de los "paises pobres"

They're not really slums. La Paz has hefty taxes on finished housing. In order to evade taxes, people just don't paint their homes and claim that it's still under construction. In some parts they even build facades because in certain areas of La Paz residential buildings under construction are subsidized. That means not only do people not pay taxes, they get paid by the government. It's a stupid law, but it's there nonetheless
