@3:00 why not use the area used by blur car around roundabout

That area behind the solid line in the roundabout is for long vehicle to make the turn. Not supposed to be used by cars.

The video shows the driver consistently going 5mph below speed limit in 30mph zones and the road conditions seem relatively ok. Was that acceptable for the examiner?

There is a 2mph difference between the car speedo and camera, so 25mph on video is 27mph on dash. This is why there is 10% tolerance plus 2mph before a speed camera flashes to account for the difference between the two devices.
