Some of these people will say, it's bright enough on the street, I don't needto turn on my headlights. Cool tip for you guys: Those headlights are not just for you to see during the night, but it's more for the OTHER motorists to see you.

That's actually something I've discussed with many riders before. Because they said they can see just fine. They didn't realize that just because they can see okay, doesn't mean everyone else will be able to see THEM. Especially those sitting behind a big piece of glass - even worse if it's tinted. I have no idea how some people can see through their windscreen at night. Maybe that's why they drive around blinding everyone with their high-beams.

I wonder why people get angry at the wrong people a lot of times. Sure that was inconvenient for the passengers but it's not he enforcers fault rather the fault falls to the bus operator and driver for conning you. Jeepney and so many do it all the time in PH. Its crazy. On a side note, here in Cambodia you will get a ticket for using your lights in the daytime (regardless of your opinion about safety)

I'm not sure if Taguig especially the main road in front of their municipal building can be operated by MMDA. Many jeepneys don't turn on their headlights and the traffic enforcers there just let them drive at night without a light.

I can see the whole "saving energy/battery" mentality is still live and present in the PH. I can understand old Jeepneys with very questionable alternator systems, but modern vehicles doing this? I saw it all the time, people waiting until really late and dark before turning on their headlights. Same myth as putting up your wipers blades.

Hello, love the content and I just subscribed. I've traveled around the world and have seen many countries around the world. It's a shame that people of the Philippines don't want to follow the rules. I noticed the less developed 3rd world countries behave in this manner. In order for the Philippines to improve and get out of this current reality and move forward as a developed 1st world country, they all need to follow the rules and laws. I can give you a perfect example. Japan was decimated during world war 2. Look at how far that country has come. Tokyo is so modern, clean and just about everyone follows the rules. The problem with the Philippines is that everyone has behaved in this manner for so long that they are just used to it. It's a shame, because there is so much potential to make the Philippines a great place. Especially with how hard working and friendly the Filipinos are!

Personally I've not seen anyone flag down something like that, whether it's mmda, iact, hpg, LTO. But I agree it's a problem. It's weird when people have nice cars but they paid for a budget install of projector headlights which aren't even aligned properly 🤷 You'd think that kind of thing would be noticed during registration, but when you see some of the stuff that slips through 🤷🤷

MMDA should also apprehend people using too bright lights (or people using unnecessary high beam). It’s a hazard to the opposite lane and cause visual obstruction to the opposite lane.

There should now be a traffic cameras to take pictures of those not following traffic rules and just send the infringement notice to the registered owners to pay the fines plus any applicable demerit points with the LTO advised when payment of fines not made on due date.

‘No headlights’ is as bad as using ‘blinding headlights’. Why don’t they apprehend them too? Several motorbikes with their headlights on high passed by and none were stopped to have them dim their lights.

Id understand it a bit if some these violators had their parklights on. I do that sometimes, during long stops I would put out my headlights just so it wont glare lower vehicles in front of me. But man some these catches totally had their lights off. You would really have to ask yourself if common sense is even common anymore smh

That's a provincial bus, from Lawton to Tagaytay. I think every bus that goes into PITX has to be registered with them, and have a RFID.

I really think it's a misplaced anger. I think enforcers generally give a lot of extra patience when people get angry under those circumstances, because it's understandable that you will be upset when you've had a long day and you're just trying to get home, and then your trip got interrupted. It's not the fault of the enforcers, but they bear the brunt of that anger. I still remember when the MMDA asked LTO to suspend thousands of bus drivers licenses, because they'd racked up so many violations - and I think many of them, if not most of them, were never paid. LTO suspended the licenses of those bus drivers that had over 100 violations. But the problem is, those same drivers that had suspended licenses, were getting caught with new violations, even though they're not allowed on the road. That meant they're driving with an invalid license, and the bus is subject to impounding. Of course the commuters got angry at enforcers, instead of the bus driver who knows his license is suspended, or the bus operator who also knows. Hopefully if people can watch things like this, and get a better understanding of how these things go, they might understand better in the long run, and perhaps take it a little easier on the enforcers doing their job.

sometimes people just forget that they didn't turn on the lights, when they came from a very bright area, thinking that their lights are already on, and suddenly just notice that it's off, when they pass by a dark area, but if they already are in a dark area, and still haven't turn on their lights, then it's already intentional.

Not having enough enforcers to apprehend violators is nit n acceptable reason. The operations being conducted are obviously moneymakers / cash cows for the LTO and the agency can very well afford hiring more enforcers.

that's the result of decades of neglect when it comes to discipline. people got spoiled doing whatever they want. it will take decades to undo this thinking but we have to start somewhere/sometime. penalties should hit hard and fast. otherwise, di rin matututo mga tao.

That's why many operators got angry with NCAP. Before, their drivers would beg the enforcer not to issue a ticket, or just drive away whenever an enforcer tried to approach them. But under NCAP, they were getting hit with all of their violations. They were shocked that they were suddenly being held responsible for the bad habits that they'd grown accustomed to. It's ironic that many professional drivers are held to the lowest of standards. When in fact it should be the other way around.

I can't stand people who drive without their headlights. It's literally the law. People do that all the time her win Cebu as well as not even having lights on the back and the street lights here are just those cheap solar lights. I've almost had accidents with a few people because they didn't have their lights on. All penalties should be raised 5x so that people will obey the rules. Those people that are yelling at the enforcers should be yelling at the bus driver. Typically poor minded attitude. One of those reasons the enforcers have to do their jobs because of people with attitudes like that. Blaming everyone else except the person who actually breaks the rules.

I also does that unintentionally l thought my lights are on, and l did NOT notice that because it is quite bright outside too so many lights are on car lights streets lights. But if l will notice that my lights are NOT on l also turn it on no harm done no pun intended.

I guess that's why it's pretty much becoming a standard now, that vehicles will turn the lights on automatically. In fact, you can even look at the "Mandatory Automatic Headlights On for Motorcycles Act" - requiring manufacturers to include that for every motorcycle.
