It could happen, but I'd expect it to be on some rare prototype hardware as opposed to a release version console. Or maybe some testing code for a feature that was cancelled, but the code was simply left in and disabled.

I so wished for Nintendo to make a DS Player for the Wii when I was a kid. In hindsight, the lack of an appropriate accessory port as well as the touchscreen would have been big problems with getting this to work. Wonder if this was an idea at one point and the Wii U Gamepad was something that came out of it, considering they threw DS games on the Wii U Virtual Console.
