In this (admittedly somewhat disjointed) vlog, Me Nige and this other guy go poking around a recent CU upgrade by a rival local firm which they backed up with a “satisfactory” condition report. But are things really tickety-boo here, or are there a few obscure oddities, queer quirks and downright dangers lurking behind the wallpaper?

The Verso consumer unit was installed by another local firm in February 2022 and the only paperwork left on site was an EICR with mislabelled circuitways, erroneous data and no mention at all of DB2 in the kitchen. Of note is that the inspection and testing label on the new CU matches the date on the EICR which makes us think it all took place on the same day. Consider that it took three of us the best part of a day just to figure out what went where and to get some test data out of it all, I doubt that one or two people could have performed a diligent effort in inspecting, testing and upgrading the installation in a single day which perhaps explains why the paperwork is so poor. These guys, it seems, turned up figuring it would be a straight CU change and perhaps bit off more than they could chew before they took the money and scarpered.
The EICR, which they are not accredited with NICEIC to even author, also shows no limitations and claims 100% of the installation was inspected and tested. Bold claims for a report which omits DB2 entirely as well as a lighting circuit and the SPD OCPD on the very consumer unit they themselves have just installed!
When we first visited the installation in July, we asked to see the certificate paperwork, however the EICR was all the homeowner had. We told them to chase their contractor for the EIC & Part-P and these were sent through a few days later (about two days before we arrived and filmed this). The Part-P is supposed to be issued within 30 days of completion of work. Had we not intervened, this paperwork would have stayed absent no doubt, but the EIC is nonsense anyway as it’s just been lifted from the EICR which is itself error laden.
DB2 serves lights and sockets on the short rear extension of the property (lounge and kitchen). Lights and sockets elsewhere are all off what appears to be a short ring circuit that’s original to the house, with the lights for each floor fused down locally. I say in this video that I concur with the EICR numbers, what I really mean is I agree that the ring end-to-end readings are unexpectedly low. The numbers our predecessors have recorded play out by the book with r2 being 1.67 times higher than r1, and R1+R2 being the sum of (r1+r2)/4. In reality, our readings were a little higher with r2 being slightly out of whack and R1+R2 being much higher than the maths suggests; entirely expected on an installation that clearly has spurs off spurs and which also serves lighting on a downgraded cable. On their EICR, it’s clear the ring end-to-end testing was performed, then the rest of the data was made up from calculation instead of being obtained by testing.
The RCBO in circuitway 6 of the new CU served the lounge wall lights only and was a perfectly serviceable circuit outside of the fact it had been cross connected to the lounge lights on the adjacent switch which we found comes off the ring circuit. That wouldn’t have bothered the old BS3036 board, but obviously caused tripping in the new RCBO arrangement. Rather than investigate why the wall lights were causing tripping, which would have involved disconnecting two light switches to immediately spot the problem as we did, they simply left the wall lights disconnected, left the homeowner with the impression that there would be a bang if they pressed the switch, and charged for the installation of an RCBO that did nothing.
Having taken the sockets off, we determined few outlets were on the ring and original to the house, the rest had been spidered off as spurs off spurs off spurs over the following decades. Ordinarily, we’d drop the circuit down from 32A to 20A, but this is serving the oven, fireplace, lighting and most sockets including the main body of the kitchen, so the only real fix is to pull in new cabling partially or wholly to remove the loading.
Wander lead testing allowed for a quick check of earthing at the Class 1 lights which determined a break in the CPC at the bathroom, bedroom light switch, small bedroom luminaire and dining room light. We used the wander lead to avoid disassembling some of the more awkward fittings to check for CPC continuity.

The domestic installer scheme... why on earth does that not include EICRs? If you're installing stuff in a house, you're going to have to certify it with an EIC and most of the tests are very closely related between an EIC and an EICR. If you're not competent doing a Zs or IR test on an EICR you're certainly not going to be correctly doing the tests for an EIC! Once you've got the testing and inspection qualification, (and if I can get that, anyone can) that covers both anyway.

I think there is a demarcation between someone who knows how to test what they've just installed and someone who knows how to evaluate an existing installation. For the latter, you need some experience and understanding of older regulatory requirements, equipment and installation methods. On this EICR, for example, they've estimated the age of the wiring as 30 years which shows the author of this report lacks an understanding of the history of domestic installations. Installers should test installations they've installed to today's standards, but if they don't know what they're looking at when they walk into an older property, it's perhaps best not to go signing off report paperwork with a load of cobblers jotted on it!

As we were told the `DI scheme was for people like gas engineers adding FCU and similar for boilers. Thank goodness the DI scheme doesn’t exist in Scotland 🏴󠁧󠁢󠁳󠁣󠁴󠁿 It should be gotten rid of. You’re either qualified and competent or not 👍

@@richardwilliamson3624 AC is mainly for commercial/industrial work. You need 2391 to join the DI scheme. There's plenty of AC contractors who are rough as ass

@@dsesuk Yeah estimating the age of the installation is tricky... sometimes accessories and even a lot of the cabling have been changed, but the original board is still sitting in the harry potter suite

31:23 I concur! :-) This appears to have been common practice before I was born (in the 70s-) in some estates where the only ring is upstairs and ALL sockets downstairs are single spurs off that ring. Including every socket in the kitchen!

Did an eicr in a house ,owner was chuffed as he did the wiring himself. 2 consumer units. Isolate one board and the other back fed the sockets on the isolated board and it was still live. TT with no earth. Red wire for live and neutral. Told him installation was unsafe and I would not re energise the system. He chucked me out. Told me I was incompetent and refused to pay me. Spoke to Napit and the council no one was interested in the danger. Still it was one of my favourite shit jobs. HA.

Worst house I ever saw belonged to an old electrical engineer who had shuffled off. His son thought the place would be A1. Junction boxes everywhere, appalling wiring spidering off it, undersized cabling, unearthed Class 1 fittings - a shopping list of wrongs that 'worked' in that it was functional, but you could never say it was safe. Buy yeah, in a job like that one of yours, all you can do is smile and hand over the report. As for not paying, I'd have had him. I'm there to produce a report based on evidence and my professional opinion; just because the client doesn't like the result doesn't get them off-the-hook! I wonder if that client of yours would refuse to pay the garage for an MOT if his car failed after he performed what he thought was top maintenance?

Great video guys , and also having the experience to know when you are flogging a dead horse by the amount of departures from the regs. Plus having the Balls to say ,you cant pull a rabbit out the hat ,to help the poor house owner whose paid good money on EICR and new Consumer unit which would been better if the initial sparks were honest enough to say install requires total rewire . Ps Glad to see you using Tough Built tool pouches as i'm a big fan also , a tip is also to fit clip to side of steps and clip additional pouch with tools onto this, rather than balance tools on top of steps , and keep smaller pouch on your person . Nige might benefit from just wearing tool pouch , as they say old age doesn't come alone.😂Keep up the good work .

Another interesting job (well you wouldn't video it otherwise). Fused lighting off the ring is bizarre as bad enough whole house sockets on one 30A ring final circuit. I assume original 3 fuse board was fully utilised so had to put lights off ring main.

This is great (again!). My parents house- 1965ish with one ring final circuit for both floors. One 5A FCU in hall for ground floor lighting and one 5A FCU in rear bedroom for first floor lighting....so very similar.

Id have been tempted to knock on at the neighbours to enquire as to their lighting supply setup, if original. When you were testing the ring i was thinking of an estate near me built in the late 70s which has a ring upstairs, and every socket downstairs is a spur from the socket above. 1mm cpcs too.

As far as I understand it you don't have to be part of an NICEIC DI (with EICR) scheme to do an EICR - but just issue non NICEIC branded test paperwork not purporting to be supported and insured by them, you need to be 'competent' so have BS2391 plus 18th edition and experience etc...

That EICR serves only for wiping yourself after you get a zap and brown trousers working on that dogtoffee installation. Let's hope you printed it on soft, absorbent and splinter-free paper.

NICEIC Domestic installers can apparently still issue EICRs just not with NICEIC certificates. It seems like a bit of a joke to me but I guess that it is a way for the NIC to renege responsiblility and therefore it all falls upon the contractor carrying out the work. (Hopefully they have professional indemnity insurance otherwise it could be costly)

There’s a lot of approved contractors with the Niceic that don’t hold the 2391 or equivalent. To be a di or Ac you should hold that qualification now .

I know a few electricians with years of experience and 2391 qualifications,who used to be nic approved or elecsa/eca but are now just under the domestic installer.dont assume their all kitchen fitters

My parents house was built in the 70s and has the downstairs sockets and downstairs lights on one fuse and the upstairs sockets and upstairs lights on another fuse

David, when you do a board change, by right your suppose to carry out IR test between L-N, L-E and N-E. But this isnt always as easy as numerous appliances need unplugging, lamps taken out etc. What do you normally do, could we just carry out the L/N-E test and note on the cert that tge L-N has not been verified??

When I undertake a board change, I perform a full EICR first which sees IR testing at 250V LN-E as per the requirements for periodic inspection. I limit L-N testing on many socket/lighting circuits because there are usually too many points that would need wiring out. Those test results then get transferred to the EIC following the change which means I'm issuing an EIC with limitations. Technically, that's not right, but you have to go with what's practical out in the field - the board may be new, but the circuits aren't, so it's not reasonable to put the wiring through the rigours of initial verification. That's the only instance where I would issue an EIC with limitations.

I forgot to add on my last post; I remember years ago when I last heard that City and Guilds were changing the 2391 testing to 2 different parts. How is it now? I remember years ago jobs would ask for 2391 or equivalent - I'm sure Scotland has a SELECT testing course. Not sure if it's equivalent or not though. There also used to be jobs that said 2391 and never mentioned equivalent which made me wonder was the C&G 2391 above any other testing certification that was available in the UK. I used to speak with an electrician who had the SELECT certificate and said this was the equivalent but never heard it anywhere else. I never asked though.

The 2391 was a very tough course with a high failure rate, so it got split into the 2394 (initial verification) and 2395 (inspection and testing). Both were still tough; I recall 2.5 hour written exams besides any practical aspect, but if you failed one at least you didn't have to do the whole lot again. It was the 2394/5 that Nigel and I sat. More recently, it's changed back to the 2391, but they've simplified things I understand. I think now it's a multiple choice exam more than a written one because... well... if people don't level up, simply dumb the thing right down - that's the British way! For most jobbing sparks, the 2391 is about as high as they take it. After that, you're onto electrical design courses which isn't relevant to most on the tools. That's how I understand it anyway. I can't answer for Scotland who may well have an equivalent.

If anyone has an old 2391 with an up to date 18th. Plus CPDs. (Regardless of any other qualifications)I sure their alot better than 80% of those out thier today. doing any inspection, installation report/certs.

@casecurityandelec to be honest I did domestic coarse, followed by 17th edition coarse, then the 2391 . So I found it easy, as I didn't have any bad habits, plus I didn't know any other way of doing things. The hardest thing was waiting 2 months for the written test. Whilst not doing any electrics.

Anyone can do EICRs the only requirement is that you are competent and confident to do so. That is from the guy’s from NICEIC and NAPIT when they were interviewed on one of scull more videos.

I guess there's nothing stopping anyone undertaking that work off their own back if they're not issuing paperwork with accreditation logos. One still has to know how to inspect and test though, otherwise it's just made up numbers!

@@Dog-whisperer7494 It pays to be with them Sean. It makes my Part-P submissions cheaper and easier and provides an air of legitimacy some customers want. There are bad eggs, but you have to let the marketplace root them out eventually.

Are commercial premises required by law to get an EICR every 5 years? Is it the same case for industrial places? Is there anything different requirements for certain places? i.e hospitals, prisons, old folks homes. A thorough EICR is the kind of thing that would give homeowners piece of mind. Business owners too.

EICRs were never mandatory in England & Wales (not sure about Scotland/NI), although the landlord PRS scheme has made them a requirement on rented properties since 2020. For business premises, a good employer will want to ensure the safety of their staff and will be liable for any accidents that could have been prevented, so businesses ought to have an EICR or, if they rent the space they're in, that safety should be ensured by their landlord. I'm sure 'specialist' sites like those you mention wouldn't be exempt, although they made require different approaches to the work. Many businesses would likely also find it a condition of their insurance that the place is safe and maintained.

Yes indeed Dr Savery someone who thinks not just about the test results but verifies looking at the installation, it’s age, past and present regulatory requirements and actually investigates. The danger is this undermines an EICR. You should be offering a different testing product call it a full scope investigation which accounts for all these factors and all your past experience and is a higher standard than a standard EICR. Testing has to be full scope on an older property as it’s risk based not compliance based which the EICR is rapidly becoming. But at least you have testing here in the UK changing the culture with regard to residential testing which is pretty non-existent in the US other than checking voltage and ensuring compliance with the NFPA70 which if done well will ensure a good installation is challenging . Testing is more about assessing an installs risk and safety framework not a tick box exercise. Have not read the latest version of the UK IET guidance note 8 but this kind of awareness raising around EICRs should be more prominently raised.

I use the patch panel layout with spacing 18mm apart and a 9 or 12-point font Martin. That seems to cover most boards.

Hi David how did you sort the wall lights then couldn't quite see the wires Did they end up on the same circuit as everything else or on there own circuit

Sorry, that wasn't quite clear. The wall lights were on a separate circuit on their on 6A RCBO. For some reason, someone had run a brown wire from the wall light switch to the feed of the adjacent switch on another circuit. I've no idea why. Both circuits worked when separated, but while cross connected in this way it would trip the RCBOs. Instead of removing the rogue cross connect, they had disconnected the switch and disabled the wall lights.

@@dsesuk so there was live feeds at both light switches from 2 different circuits but then they connected a link cable from one to switch another as well for no reason I thought it was going to be a borrowed neutral so they just pinced a live from the other circuit

I could be wrong and I’m no psychologist, but I believe “YOU GUYS” have pulled off the perfect entrapment. Throughout the video you both allude to “THIS GUY’s” name and identity. Meanwhile, he exhibited obvious signs of nervousness by throwing in possible scenarios baked in professional industry-type speak. Finally in the beer garden, the plot thickened. Again, I’m no psychologist, but I’m human, and I can read body language. • Nigel’s opposed body stance, slight grin and methodical tea making • Your addresses to camera on the credibility of whoever carried out the EICr. • Your hat fiddling, negative eye contact and nonchalant response to comments made by “THIS GUY” • “THIS GUYs” rapid guzzling of his pint, attempts to establish some kind of banter, hand fumbling and general uneasiness • Blatant (good or bad editing) with full screen captures of “THIS GUY”. If it was a cartoon frame it would be a bubble with “Yes Stupid, it’s HIM!” written within. “THIS GUY” is in fact “THE GUY” who performed the EICR! That was a fuse for the lounge wall lights. Before the board change, it would have come from a higher rated fuseway (15 or 30A) which is why it had been fused down. After the RCBO board went it, it was on a 6A RCBO so the fuse was removed and a crappy ChocBox put in its place. They may as well have saved themselves the effort of re-junctioning and simply left the fuse there.

@@dsesuk thats my thoughts exactly a joint with less then 400mm length of cable to a rcbo although that said I see why they've done it in the respects of protection im contradicting myself they could of left it in and supplied it from a rcbo question though is that not considered as double fusing ?. @@chrisrussell8423 There's nothing wrong with a protective device being downstream so long as it's accessible. From a 6A RCBO, they could have left a 3A fuse in and it would have been juuuuust fine. Instead, they bunged in a ChocBox and left basic insulation hanging out of it!

We have an upcoming job at the house next door so we'll have an opportunity to check. I know the neighbour has the original 3-way BS3036 board, but she also has a second 3036 board that was added later in the '70's. That may mean the same lighting configuration as this, or perhaps hers got split out 40-odd years ago. We'll find out when we take that job on.

This annoys me, one because it's shoddy workmanship and lack of knowledge but also because the owner seems to have had work done and not been instructed by a skilled person to separate the wiring out during the kitchen works as that looks the most recent.

Back in the day. I would do a qu8ck nosey ( hour and hour 1/2 ) of the electrics before i quote for a board change. This was before the days of EICR. This iz one i would of walked away from. At least know you can get piad for a ECIR before you can walk. No rewire makes best sense on this one. Dont believe a board was changed on this one. Must of done very little becore CU was changed. He must of regretted this one.

How hard to mark, CB 5 - sockets/lights, lights fused in bedroom. Paperwork completed in office ? As a electrician, there are three types, 1. gives a fuck, 2. don't fuckin care and 3. no fuckin idea. 2 and 3 sometimes combined.

The original labelling was shocking and shows how little attention had been applied to the most basic of inspections before work began. They obviously didn't know what was what which it why it wasn't identified on the paperwork or at the CU. The place got a cursory glance at best, then the old stuff was ripped out and replaced. Wall lights tripping after the fact? Let's just disconnect them at the switch! What does this RCBO do? Dunno - we'll label it as 'Sockets'. FFS.

I'd like to be invited to perform an EICR on one of the new places; especially one estate I've worked on which was in a shocking condition. I guess most proud new homeowners wouldn't want an oik of my ilk poking around their new pad too closely though. Still, a lot of them will be in for a surprise in ten years when the next inspection is due!

We're DI's... but we do condition reports, but we don't use the NICEIC certs for that... we both have 2391 Also remember back in the day, you were allowed 2 singles on a spur off a ring, those have likely been converted to doubles in the 70s or 80s lol

Yeah, I was unclear on that front so you have my apologies. I'm not sure where Di's stand on the scheme these days. I've no problem with anyone performing EICRs so long as they know *how* to undertake an EICR. If you have the 2391, you should know your shit, as opposed to those who do it yet know they're shit. The scheme membership ultimately doesn't matter - it comes down to those who know what they're doing vs. those who know jack shit. The Jack Shit's out there are letting the rest of us down.
