7:48 I was actually confused by this so I looked it up. Basically your opponent gets "locked out" when you do a drive impact during a true block-string (which is rare). It's protection for the defending player if they are already stuck in block stun and can't do anything about drive impact. So in Phil's case here. Lily's 2HP (crouching heavy punch) had enough blockstun to "combo" into drive impact, thus the Ryu was protected because he literally could do nothing about the DI after blocking the 2HP.

It's because the Ryu was in burnout, which adds blockstun. 2HP would ordinarily not cause a lockout, but in burnout it does. It's pretty rare that even in burnout one normal into DI causes a lockout so I won't knock anyone who doesn't know about that, it doesn't come up that often. If it does happen, I believe you are still plus afterwards, so you can just mash afterwards and be fine. So it's not super punishing if it happens. This isn't the first time it's come up for DSP though, after this I would've just said "shit, I need a new route for Lily in burnout so I can Drive Impact" but he will likely just ignore what just happened.

There's day 1 tech to bait drive impact on windstocks in block strings, There's a reason a lot of good players respect the real stocks. The momentum swing is huge if she gets a light stock into a counter DI, Sbe'll have a knockdown with stocks and can either grab a third stock or go for oki with multiple stocks to pressure with.

I literally had to look up what the Lock state was after I saw this because I didn't realize what the hell happened at 7:46 when he DI'd the Ryu and didn't get a wall bounce. Apparently if your opponent is in the middle of being blockstunned by something like a projectile, and you try to DI, you'll get a "Lock" state instead of a "Crush" (wallbounce) because the blocking opponent is currently in a state of blockstun as you're trying to DI, which, if this wasn't implemented, would mean that said DI would be effectively Unblockable
