For 1000 he could build one that would last a decade just with 1 or 2 gpu upgrades. Really that's tbe best path forward as the high end cards aren't worth the money. A great cpu is however but even a i5-13600k is an amazing CPU for gaming. I just got one and zero games can push it over 50%. Most are below 20%. $300 cpu btw
