Every year, the list the best 20 young players in the world under 21 yrs of age. This list excludes any previous golden boy winner even if he is still under 21. Then 1 is voted for as the golden boy winner. But almost all 20 players are outstation performers. In 2003, RONALDO would have won it if not for Wayne ROONEY. In 2002, he could have won it but FIFA only started the golden boy award in 2003.

You're forgetting that Messi started his career in Barcelona at age 16, whereas Ronaldo started in Madrid at age 23, so ofcourse his full career stats wouldn't look as good in La Liga. Comparing someone who started at age 16 to someone at age 23 makes 0 sense.
