I purchased a similar set up from a company called Dust Rite. Their instructions state to mount the opposing elbows as close to the outside perimeter as possible. I installed my unit on a removeable lid 55-gallon metal drum. I think the perimeter location is important for proper cyclone effect. My set-up has performed flawlessly for many years now.

You have too much turbulence inside that small barrel and its pulling it back out to the filter. You need to mount it on top of another barrel to give the dust a place to fall and get out of the cyclonic air stream. Easy fix. I did this only I used 2 55 gallon drums with an 8" accordion hose between them and get zero dust to my filters

excellent idea. I'm in the process of building a garage vac 240cfm max 70 inches water max. My question is did you put the 8 inch hole in the center of the bottom/top between the 2 drums or as close to the side of the bottom/top of the drums as you can?

Adapting the bin with a Phil Thein baffle will help a lot, and you’re clearly capable of making it for next to nothing.

Remember, this system is probably designed to work with a typical, but relatively powerful shop vac. As compared to traditional dust collectors, shop vacs operate with large 'suction pressure' but relative low airflow. So the suck hard (large static pressure), but they don't suck a whole lot (metric equiv of cu ft/min). I think the problem here is that the cyclonic action created by the large airflow from your dust collector (probably the metric equivalent to 500 to 1000 cu ft/min) is creating a really large 'tornado' effect extending down from the bottom surface of the separator lid all the way down to the bottom of the trash can (or the surface of the already collected material). If you have already collected debris, this material is whipped about by the cyclone and it's sufficient force to bring the fine dust back up in the air column so that it gets sucked OUT of the trash can and into your dust collector itself. This problem illustrates why typical (and successful) cyclonic separators are designed the way they are. First they include a significant (usually vertical, except see Harvey Gyro Air G700) distance between the bottom outlet of the cyclonic funnel and the top of the collected material. This prevents most of the recirculation of previously separated and collected material including the fine material. The other feature is the funnel shape itself. This causes the diameter of the rotation of material to decrease as it falls. This helps to maintain velocity for a longer period allowing more material to move to the outside of the flow so that it falls into the collection container and is not sucked back up into the air leaving the cyclonic separator and headed to the dust collector. The Phil Thein baffle mentioned in an earlier comment here (@johncolley7643) can provide a similar effect by placing a partial horizontal baffle along near the upper circumference of the separator to increase the effective separation between the heavier material that will fall to the bottom and the air and finer material that will move on to the dust collector itself.

Maybe your barrel is too small. I put these on a 55gal drum keeping the holes as close to the edge as possible and it works great.

Could be too much air flow you are connecting to a working dust collection system I made my own with a shop vac working great ,your system is working, just not designed for a "primary " collector
