Technically speaking, he knows, that Phantom - is just his hallucination. He has seen him after another reset, when everyone were still alive. Would he tell them? That's... A tricky question. He can't waste his time, while the human is on loose. But, the human is in this room, along with major characters. He wouldn't see a reason to tell them, because he ALREADY told them this information, many times. Only for them to forget it, due to resets (he wasn't just sitting around, when those 300+ resets were going on. He tried, really hard, to stop the human. He asked for help and such things). If he tells them - he would loosen up the tension in this room. But, he feels the guilt, and, would never try to loosen it up? See what I mean? He would not see a reason to tell them, because they would forget it, again. He has time to do this. And, he could make it easier for himself, if he would explain things. But, he doesn't want to make it easy... That's all just... Situational. I guess. About Frisk asking "Does he remember?" - yes, you have seen his ability to adapt to those genocides. How he gets faster everytime. How he is more experienced with each new reset, and, gets to LV 20 - faster and faster (evacuation centre, Asgore, Grillby and etc). While you are being kept at Lv 6. Give or take. (Though, he started to remember due to the fact, that some kind of bug/glitch/error happened. We don't know, what exactly. Though, there is a Player in Dusttale, who can mess up the files.... No confirmation, though, that Player did this).

I also deeply doubt dust sans would tell them the truth. One reason as you said, they won't remember so it's pointless but another could be that it won't change anything. Dust Sans knows what he did was wrong, but he did it regardless because he saw no other choice/path. He became desperate, understandably so. Regardless, the nature of his actions is so bad that justifying them is pointless even if his actions are understandable.
