The rod at the final state is actually 0.1m off the ground because of the radius of the disk. Therefore, we will have an mgh term for the rod on the right hand side of the equation

But we’re already measuring everything from 0.1m off the ground. That’s our “ground” or zero point.

if the disc stops then the rod also stops, you sopused to calculate it right before all mekchanism stops and find relations betwen rod and disc angular velosety

The rod does not stop, the collar will continue going down afterwards and the wheel will go back to the right, the collar hasn't reached its end when theta=0.
