Moving forward, I think both duelists should be able to craft whatever rarity is spun *or below*. So, if the bonus wheel comes up "Craft 1 main deck SR", you could craft a main deck SR, R, or N. That being said, since this was a secret pack craft, it wouldn't have helped with Steelswarm Scout in this particular instance, but I think it also helps balance the randomness, and might encourage either duelist to go for some of the riskier packs. Just my thoughts.

But a few are probably left out just to be crafted as a cruel measure. Check out some of the Dracoslayer in there, definitely not something that "should" be out of the Secret Pack.
