Well they all vary from deck to deck and what the current meta. No one card is the best but a general rule of thumb is that the one where you can negate a special Summon is the best as the meta constantly revolves special summons.

Warning is quite funny because sometimes it catches people off guard. For example, if your opponent activates a card that has two effects and one of them lets you special summon, even if your opponent doesn't activate that effect, you can still negate the card, as long as the ss effect could be activated at the resolution. Pretty funny when the ss effect is one that no one ever uses and forgets about e.g. Macro Cosmos. Kinda fringe, but still amusing.

Each solemn card only negates one activation/card. If it was a card that negated all effects for a turn or something then that could be true.

JayzOned C Most decks only have a single play that must go through in order to interact in any way. The consensus is if a Solemn card will completely shut down your deck - such as a deck with one big boss monster or one good searcher - then it's worthless. Solemn cards add onto the issue with the gap between competitive decks and the rest of the 95% of the cardpool. A single card shouldn't be the end all of 95% of the games options. That's just ridiculous and unhealthy for any game. And as for the "everyone has access" argument, a Scottie Pippen on every team isn't as affective as a Scottie Pippen on the Michael Jordan Bulls. The competitiveness of the Bulls and the toolbox boss monster in MJ made Scottie's defense (Solemn series) that much more potent while pseudo competitive teams (decks) and more casual ones would not get everything out of Scottie because MJ laughs at defense (multiple outs). In other words, "say no" cards help competitive decks far more than others since they can get around single negation cards, while using them guarantees the rogue deck can't do anything to them because they have one play they can't afford to have taken from them. It adds control to your aggro deck; an unstoppable force effectively becomes an immovable object against most other decks which are just plain human in comparison.

What's the difference between negating an effect and negating an activation?

Negating an activation negates the playing of a card, sort of speak, while negating the effect negates the actual effect but the card is still considered played. This comes in play with continuous spells or monsters, for example, where the card will stay in play but have it's effect negated with the latter (for however long it lasts) while with the former the card will be negated and sent to the GY. In most cases, after resolving a negation effect, whether for effect or activation, cards that don't remain on the field - such as normal spells and traps - will be negated and sent to the GY regardless as they normally are. So in those cases, there really is no difference aside from very specific instances (of which escape me atm). Basically, any card that requires "destruction" of the card being negated may trigger if the card's activation is negated and the negation card reads "and destroy that card" while it won't if it's just the effect being negated.

Firecracker Koiote Negating an activation is negating when a Spell or Trap is first activated. Like if you activate Monster Reborn from the hand you activate that spell. Negating an effect is exactly what it says. It negates an effect of a card. For example in the instance of this video's Solemn Wishes. Negating the activation is when your opponent activates a Set Solemn Wishes. Negating the effect is when the effect of Solemn Wishes activates. It's then not the activation of Solemn Wishes, but its effect. I hope this clarifies.

I don't understand. If the goal of the game is reducing your opponents life points to zero, isn't sacrificing half your life points a huge drawback unless used late in the game?

Not really? It is a drawback for sure, but generally speaking, unless you're facing a burn deck (which are rare and usually not that good), you're probably losing already if you take LP damage. Often, it's better to use your LP as a ressource to get into a favorable position, meaning your opponent won't even have the chance to attack your life points. Also, since Solemn Judgement charges half your life points instead of a specific amount, it doesn't usually get you into big trouble - if you have lots of LP, you can afford to pay a lot. If you're low on LP, it doesn't cost that much.
