Huohuo is good, she can buff and heal at the same time, but if you need a more efficient heal, then wait for luocha

Depends on your team, if it has skill point hungry units like DHIL then Luocha, else it's Huohuo. Also Huohuo is the best cleanser in the game ,good against enemies that stack effects like wind shear, etc.
