9:42 I think they tried to make a bird shaped like a Boomerang and that's why it has that shape, but in the end they decided to use a toucan because of its long beak and it was the most appropriate design for a Boomerang. And that's how they made Hal I know that's already a lot of text lol

I think that’s just a coincidence. They used that design for Chuck ‘cause it was the one they liked most, I guess. They had multiple designs to choose from, as seen in the concept art.

Hal was probably not created at the time of the other birds (before the game), if you notice you'll see he's drawn in a more similar art style to the final game. I don't think these pictures were created at merely the same time, and Hal was simply a new bird the devs wanted to add.
