California extremely rarely gets hurricanes. Due to cold waters, Jessica would have a hard time getting to California, unless it was EXTREMELY powerful prior to entering the cold waters near California, weakening to a not-extremely powerful but still powerful hurricane. Plus, most buildings in California can probably withstand winds of up to at least 250 mph. It'd still be pretty nasty, but nothing that'd make the area uninhabitable. Jessica probably started as most hurricanes do, as a tropical wave coming from the west coast of Africa, crossing through the Atlantic Ocean for a week or two. Forming into a tropical storm near the west coast of Central America. Due to good conditions such as warm (possibly hot) waters and low-to-none wind shear, Jessica intensifies to a Category 1 hurricane just hours after formation. Within a day, her winds become a whopping 155 mph, as a borderline Category 4. An hour later she's a Category 5 with 165 mph winds. (FYI the water is very hot due to an underwater volcanic eruption.) Let's skip a day later. Jessica is now an extremely powerful storm with winds of 255 mph, the most powerful hurricane ever, with an eye of 822 mbar. But she's nearing the cold waters around California. Within a couple days, she weakens to a Category 4. A high pressure system pushes Jessica towards the LA coast, and a bit before landfall she manages to reach a Category 5, but this won't last. During landfall Jessica manages to spawn 24 tornadoes, 17 EF2s, 5 EF3s, and 2 EF4s. Most tornadoes hit rural areas. An EF3 did hit the outskirts of LA, and 3 EF2s hit in San Francisco. Sacramento despite being not that close to the coast got some quarter sized hail. Interestingly, a ball of lightning spawned, but in a rural area. A video of it did get out though. California is definitely quite damaged, windows on skyscrapers shattered, roofs on houses torn, 6 foot high floodwaters, damage from hail. People are devastated. 213 people died, with at least 15,000 injured. It could have been worse if no one evacuated, but most people did indeed evacuate. After a couple of weeks, floodwaters have cleared out, with most power being turned back on. A month goes by, and most structural damage has been repaired. But the citizens of the California coast will never forget about Jessica. ~{fin}~

As far as I know, the strongest a tropical cyclone following that path could get is a Category 2. I find it hard to believe the required areas of the Pacific Ocean could get that warm due to the cold currents. And this would have to be during a time where the summer where high pressure domes are not present to divert it like it did with Genevieve in 2020. But then again, it is hard to tell due to climate change.

the pacific ocean can create hurricanes, but due to the california current it is impossible (or at the very least, not likely) for hurricanes to survive before hitting land, since hurricanes need to be over 75° (i think)
