The building has burned down by the time all those apparatus arrive and get everything set up. Personnel speed isn't the issue. It's just too much to do

They are trying to achieve a new ISO classification. ISO doesn't even require water flowing until 5 minutes after arrival. Which is crazy I know, but they focus on available water supply.

Not if the building is big enough or has some other factor like cooling around a gas fed fire. Ive been to several jobs that burned for 2 or 3 days, big warehouses or stick framed apartment buildings with 30,000ft² floor plans that are 6 blocks long... Was on one where we had to reposition because the fire had jumped and caused us to suddenly be down wind of what had become two large warehouses thru the roof with 50 foot flames. Hydrants in the complex didnt work so we had multiple tanker shuttles and very long relays that were set up and evolved over 6-8 hours as the pieces came from all over to assemble and continue optimizing what we could get out of our supplies. It was also well below zero, maybe a high of 24 degrees. It burned for two and a half days. There are times where they bring in a modularized pump system and 8"-14" above ground waterways for really big jobs. It comes from an oil storage/bulk transport company and can take hours to arrive, another hour or two to set up but it still sees work because the these places are so huge that we almost can't flow enough water, efficiently, to overcome the amount of fuel and heat. Theres no such thing as fast when you are trying to supply 6-8000gpm, that takes time and dedicated resources, the logistics for which take time.
