There aren't many efficient English to Serbian tutors on YT. A watch a few of you often. I appreciate the help. This language is extremely difficult. I have been struggling. How many foreigners actually learn to speak fluently, give or take?

Well, that really depends on many things - how exposed they are to everyday language, how motivated and consistent they are, methods they use... We do have students who have reached a high level and can speak fluently, even if they don't live in Serbia, I think the key with them is that they are trying to learn a lot by themselves, outside the lessons, and use all the chances they have to communicate with their Serbian friends/relatives.. 🤓

In Bulgarian you can put the question mark li after any word you want to emphasize. This usage of li makes the long sentences clear. Otherwise we can't precisely understand what is asked. The time or the place or subject or object

I also have another question. What is the difference between these three types of positive yes/no-questions? Is the je l' type informal? Is the intonation one used when we already know the answer and only specify? Or can I ask with intonation only every time? Sounds a little strange))

Yes, je l' type is used in colloquial language, in both spoken and written form. It is just a pure economy of language when we use shorter forms to express something faster in communication. The question without LI (with question intonation) is not used when we already know the answer, this applies mostly to negative questions. For example, let's imagine a situation in a class: The teacher is explaining something, but he/she sees that students are a bit confused. Then she can ask: "Ne razumete me?" - here the teacher already assumes that the students might not understand what (s)he is saying, and wants to make sure. But if the teacher just wants to check if (s)he was understood well, without any presumptions about students' comprehension, then the question would be neutral: "Da li me razumete?" or "Razumete li me?, or simply "Razumete?" Је ли све у реду? - in this case “је” isn’t an enclitic, is it? But it sounds the same like je-enclitic in positive sentences. Am I right?

This is a very good question! We would never use the full form (*Jeste li sve u redu?) here, only the short one. Since it is against the rule that JE stands before other enclitics, we can consider this as an exception.
