So I don’t have an overhead stirrer with a high sheer attachment. For a high shear mixer you can check for a link to an immersion blender in the description box of this video.

I tried making this by opening capsules of niacinamide for oral use but it didn't dissolve. Then I realized the niacinamide capsules contain stearic acid which must be raising the pH too high. Bought the capsules for oral use but further research revealed there are risks so I thought hey I'll make skin care products with it instead...

Depends on the formula. But without seeing the formula I’d assume it would be okay since mostly things should be around that pH. Not all, but a lot.

That’s strange. Niacinamide normally comes up to even 100% in powder form.
