It works fine in windows 10 edition. The problem is that you have to cover both sides of the Compost Bin in order to fall. For the mine cart, adjust it using pistons.

If you do the same exact setup, close the trap door, jump onto the trap door and center yourself, click the "stone" button, you will get the same result. That actually works better for me. I'm using a ps4. Update, center from left to right, and just forward of center of front and back. Works every time.
