Former correctional officer here, In regards to the Ted Bundy last meal I can confirm they do not feed steak to the inmates (at least in the Texas department of criminal justice) but they occasionally did feed us steaks. The inmates have their own cooks and kitchen workers and the ones that have worked in the kitchen for a long time are allowed to work in the ODR (officer dining room) and they serve us but the food they served us is restaurant quality and not what they feed the inmates
