+josue Sanvel I think he's saying every time he thinks of the person he feels a sadness come over him. blue means sad

It is an analogy. A bolt is like lightning striking a person. But it is blue which is a color associated with sadness. So the phrase is saying the singer being overcome with intense feelings of sadness
