It was meant for the people selling the mattress, because back in the day mattress sellers would fill up mattresses with nonsense, so they put that tag there to keep authenticity to buyers.

These tags were updated, and now they say that the consumer is allowed to remove the tags, manufacturers and retailers are still not allowed because they are all about regulation, not allowing mattresses to have harmful materials.
