The Tall Messenger Man in a Suit is acting out a cold parable here from the "other" Director's pov: These aren't people but trash (foreshadowing later scene) who just want immediate satisfaction. Perversely, there's probably more dopamine in a scratch-off than a bread roll for a desperately homeless person most likely suffering from substance abuse and/or mental illness. And "Slap'a Fool" is right there to rationalize the whole enterprise: Desperate people crave "bread and circus," the Roman phrase for shallow satisfaction of the masses. (Adison, the team chasing suitcase psycho just had to change the subway server settings and turn off "Respawn Farthest" for him to appear near them. GGs)
