In the last part, you made the journal entry (Dr. Retained Earnings & Cr. Dividends Payable), so shouldn't this mean that Assets stay the same, but Liabilities [increase] and Equity [decreases]? Unless the dividends are paid in cash, then Assets would decrease. Is my understanding correct?

not completely sure, but there wasn't any liabilities in this example.

Yes, he skipped that step and went straight to the distribution of the dividends. Since he introduced dividends payable in the equation you are correct than the last step would be decrease dividends payable and than cash.
