According to documents reviewed by NBC News, the U.S. Department of Education has notified Southlake's Carroll Independent School District that it intends to negotiate with the district over students civil rights complaints. The case has been investigated for years by NBC News. NBC News' Antonia Hylton reports.

Carroll School District is full of kids from stuck up rich parents and they really don't like the other folk in the area, unless they're mowing their lawn or something like that.

If that's happening during school on school grounds, it's an administrative issue. The administration needs to follow district policy concerning bullying. If it's taking place off campus, then parents need to press charges. This doesn't need to be national problem.

@@jakettaj.gaines573 yes. The undisciplined, unruly bullies are the problem. They need to be dealt with. The school has no ability to do that, other than suspend them. The parents of the bullies need to hold their children accountable and discipline them. Chances are, their parents were just like them in school. This problem has been festering since the mid 90’s. There is no quick fix and suing only takes money from the tax payers. These kids who are being bullied need also to develop coping skills to deal with this. They will experience bullies their whole life…..just look at the media, including this channel. They bully people by canceling them….or chasing them down with their microphone belittling people with it.

The people respond to the environment. There is no person, not even your self-righteous self, that's only ever influenced by their home life. You gave a fifth grade answer for a complex problem.

@@jakettaj.gaines573 I was paddled at school. So was my husband. I know that was a different time. But we were taught fear of authority. When a child, any age, spits at their teacher, punches their teacher, other adults, other children, cusses them out, and all the system allows is to call the parent or expel…remove the child….then it is the parents problem. Once a child suffers no recourse for bad behavior….then they will continue it along with all those children who see it. Paddling, or other forms of punishment, which have long since been removed, (standing in the corner, isolating children from others, removing all free time, paddling….other forms of restricting their contact with others until they conform) were a societal must. It gave children boundaries and safety. No guns were needed. Having an armed officer who cannot exact discipline is of no value. The situation must escalate to physical violence before any authority can act. Our society has evolved to this. We could resort to what worked, but apparently everything is illegal except bullying and they win, lawsuit or not.

This started in the mid-90s when paddling and other forms of discipline were removed (standing the corner, separation from the class, desk moved to the front of the room, removing any activity with the other children until their behavior improved). When children spit at their teacher, curse at them,hit them and the other children and the only thing that the system allows is to suspend or expel the child or call the parents, there is chaos. This bullying behavior is seen by other children and they do it too. When the school has no authority to discipline then it up to the parents and they should be held accountable. Suing only makes the tax payers pay for something money won’t fix. All children should be taught how to deal with a bully because they will experience it through their whole lives. These bullies out to be separated until they can behave and if necessary sue the parents, not the school.

In regards to the n word, it’s very commonly used by kids of color to other kids of color. I hear it everyday being screamed on the playground. I’m not saying non-black kids should be saying it, but why let anyone say it? It’s confusing for kids growing up in elementary school and middle school to hear a word being said so regularly and nonchalantly; but if they say it they get in trouble and sometimes suspended. If you don’t want them saying it, don’t let anyone say it. It’s weird living in a world where certain races can say certain things, but if another race says it in the same context with the same intent, they’re an awful person.

Been happening forever. I quit cheerleading in middle school in like 2007 because all the other cheerleaders were racist/mean/horribleee to my friend in cheerleading nonsense because of her color. A lot of their parents are ush on the board or teachers. They also segregated lunches and excluded people. I don’t know if catillion or whatever that dumb dance and classy manners glass is called or spelled, but it’s also horribly racist.
