A cap never increments the value over the time. That measurement means are leaking DC.

@ you could use it for that I guess but its more for designing tube circuits like vacuum tube amps and radios and that.

Your caps were more than likely all leaking DC current if they were original or very old. None of your tester are looking for leakage. I have one of these in the que to be rebuilt. This a pretty rare today, when I was in school in the 60's we had two. I don't think we ever used them. What do you plan on using it for??

I didn't bother to check them on my capacitance bridge at voltage, kinda afraid to. My rule of thumb is anything that old, just go ahead and replace all electrolytics and (if any) paper/wax caps. I have and will use it to test tube-radios (AM FM), amplifiers (stereos), guitar amps and such.
