I live in Los Angeles, and we have a voucher program that has been an absolute nightmare. Lots of these voucher tenants are trashing apartment units, fighting with tenants, causing lots of problems for the rest of the population and are immune to the negative consequences because lawyers protect these people . A word of warning: Fight against this crap or watch your community become a nightmare.

There should be a general path. Perhaps 1 month in a hotel room with a mental health counselor and job finder coming once a week. After the 1st month its either keep helping or leaving them out for 1 month and retry again. If they want help tiny home for 5 months. After 6 months the person should be able to find a job. Low income apartment next step.
