What about people who want to work more hours but can not get more work to pay SD high rent? Just be aware that when fast food wages increase to $20/ hour, companies are going to cut hours and hire more part time employees than full time employees to avoid paying health insurance and vacation, PTO etc

The difference between people who work hard and find themselves homeless vs. druggies who refuse to do what's needed to clean up and WORK for a living - not the same situation. I grew up in El Cajun. Sad to see what S California has become. The victimology in this country is completely insane. Yes, there are a few with deep mental health issues that self-medicate, but that's NOT most of them - most got hooked on drugs while otherwise mentally fine. No offense but Teresa Smith sounded like an uneducated individual with no sense of logic in the 10 seconds she was featured. You can't say homelessness is the core issue (she needs to look up the definition) and immediately talk about the real core of the problem, which the police officer clearly stated. Giving homeless with those core problems a home is like telling an abused person that marrying him/her will change the abuser and fix everything. The police officer was right. He experienced it all firsthand. There's no point in giving tickets to drug abusers when we all know they will never pay it. So much for having consequences for our own actions. The law is there to maintain our city, therefore by default, protects us and our children. If the law is changed to only protect our weakest link then we will all suffer from it so what's the point.

It seems that the homeless have more rights than we do these days. I saw a homeless man masturbating in Little Italy by Born & Raised on New Year's Eve... he was standing there for about 25 minutes. I went inside B&R to meet a friend and came back outside and he was still outside masturbating. Where were the police? What is the penalty for lewd conduct in public? It's up to 6 -months in a county jail (or on parole) and a fine of $1000.00. Obviously the homeless man can't pay the fine, and do we have room in our jails for homeless offenders (hence, he'll be on parole...)? He'll be back on the streets in no time to do it again! He won't even be required to be registered as a sex offender! California is broken.

I was a homeless drug addict in El Cajon from 2014-2017 and I was arrested 15 times for nothing other than possession of paraphernalia, such as needles foil, etc., and petty crimes like stealing a yogurt from Albertsons. This is the biggest bunch of bullshit I’ve ever heard and it’s infuriating.

How many times have you called SDG&E to complain about your energy bills to get nowhere? Then imagine you don't know where your next phone charge is coming from. Eventually, you stop, bend over and pay. These people have been through the system and for whatever reason have not been able to obtain assitance. If they were criminal, they would be in jail. Government needs to stop paying so many public employees and reroute these funds to humanitarian efforts. Today, there is not one shelter bed available in this county. Do we really need one more cop?
